Formative Evaluation Recommendation:

(5) Additional performance indicators should be developed by the OPO to measure the extent to which the immediate intended outcomes of the OPO have been achieved.

The performance indicators should focus on measuring the extent to which the immediate intended outcomes of the OPO have been achieved as they are more easily measured and attributable to OPO activities.

Action Plan Commitment: OPO will develop additional performance indicators to measure the extent to which the immediate intended outcomes of OPO's activities are being achieved. The immediate intended outcomes are defined in OPO's updated logic model.

Considerations:

  • OPO has performance indicators, which are used in the annual Report on Plans and Priorities and Departmental Performance Reports
    • Percentage of departments, whose practices were reviewed, that have accepted report recommendations (related to immediate outcome Acceptance of report recommendations)
    • Percentage of complaints, within OPO's mandate, that have been addressed (related to immediate outcome Address complaints)
  • OPO needed to develop performance indicators specifically for 2 immediate outcomes: facilitate settlement of contractual disputes, and increased awareness of OPO and federal procurement
