Table 1: Basic Contracting Limits for Goods and Services

This table explains the basic contracting limits for goods and servicesFootnote 1 (electronic competitive as opposed to non-competitive approval authorities), in accordance with the TB Contracts Directive.

This table is divided in four columns;

  • Contracting authorities
  • Electronic competitive
  • Traditional competitive Footnote 2
  • Non-competitive

This table is divided in 2 rows;

  • Goods
    The limit for Public Works and Government Services Canada (PWGSC) in electronic competitive are $40,000,000, in traditional competitive the limit of PWGSC is $10,000,000, and in non-competitive the limit of PWGSC is $2,000,000.
    In electronic competitive, traditional competitive and non-competitive the limits for the department are subject to delegation from PWGSC.
  • Services
    The limit for PWGSC in electronic competitive is $20,000,000, in traditional competitive the limit of PWGSC is $10,000,000, and in non-competitive the limit of PWGSC is $3,000.000.
    For the departments in electronic competitive the limit is $2,000.000, in traditional competitive the limit is $400,000, and in non-competitive the limit is $100,000.

Table 2 - ACAN and Contracting Activities (over $25k) - By Departments included in this review and Government-Wide

This table shows ACAN and contracting activities over $25,000 by department included in this review, government-wide and Public Works and Government Services Canada (PWGSC), which does contracting on behalf of the agency and departments either when dollar values are above their contracting approval authorities, or upon request.

This table is divided in four parts; 2005-2006-2007 and 2005 to 2007.

The 2005-2006 and 2007 parts have 6 rows; Canada Revenue Agency (CRA) - Department of Fisheries and Oceans (DFO) - Department of National Defence (DND) - Health Canada (HC)-Total (4 departments) - Total Government-wide.

2005

  1. In 2005, the number of contracting activity of the Canada Revenue Agency was 461 for a value of $241,380,000. The same year CRA has published 80 ACANs for a value of $51,782,000. The data concerning the number of ACANs published by the department itself versus by PWGSC on behalf of the department are not available for 2005.
  2. In 2005, the number of contracting activity of the Department of Fisheries and Oceans (DFO) was 1,054 for a value of $252,450,000. The same year DFO has published 137 ACANs for a value of $15,358,000. The data concerning the number of ACANs published by the department itself versus by PWGSC on behalf of the department were not available for 2005.
  3. In 2005, the number of contracting activity of the Department of National Defence (DND) was 4,852 for a value of $7,417,570,000. The same year DND has published 379 ACANs for a value of $239,109,000. The data concerning the number of ACANs published by the department itself versus by PWGSC on behalf of the department were not available for 2005.
  4. In 2005, the number of contracting activity of the Health Canada (HC) was 975 for a value of $174,903,000. The same year HC has published 121 ACANs for a value of $20,984,000. The data concerning the number of ACANs published by the department itself versus by PWGSC on behalf of the department were not available for 2005.
  5. In 2005, the number of contracting activity of the four departments was 7,342 for a value of $8,086,303,000. The same year they have published 717 ACANs for a value of $327,233,000. The data concerning the number of ACANs published by the department itself versus by PWGSC on behalf of the department were not available for 2005.
  6. In 2005, the number of contracting activity government-wide was 22,483 for a value of $14,780,801,000. The same year 1,664 ACANs have been published government-wide for a value of $595,169,000.

2006

  1. In 2006, the number of contracting activity of the Canada Revenue Agency was 335 for a value of $287,572,000. The same year CRA has published 52 ACANs for a value of $21,144,000. CRA has published itself 48 ACANs for a value of $20,478,000. On behalf of CRA Public Works and Government Services Department has published 4 ACANs for a value of $666,000.
  2. In 2006, the number of contracting activity of the Department of Fisheries and Oceans (DFO) was 940 for a value of $173,877,000. The same year DFO has published 160 ACANs for a value of $40,383,000. DFO has published itself 62 ACANs for a value of $6,874,000. On behalf of DFO Public Works and Government Services Department published 98 ACANs for a value of $33,509,000.
  3. In 2006, the number of contracting activity of the Department of National Defence (DND) was 5,073 for a value of $4,605,658,000. The same year DND has published 342 ACANs for a value of $181,346,000. DND has published itself 8 ACANs for a value of $5,069,000. On behalf of DND Public Works and Government Services Department published 334 ACANs for a value of $176,277,000.
  4. In 2006, the number of contracting activity of Health Canada (HC) was 489 for a value of $106,934,000. The same year HC has published 52 ACANs for a value of $13,672,000. HC has published itself 17 ACANs for a value of $5,828,000. On behalf of HC Public Works and Government Services Department published 35 ACANs for a value of $7,844,000.
  5. In 2006, the number of contracting activity for the four departments was 6,837 for a value of $5,174,041,000. The same year the four departments have published 606 ACANs for a value of $256,545,000. They have published themselves 135 ACANs for a value of $38,249,000. On behalf of them Public Works and Government Services Department published 471 ACANs for a value of $218,296,000.
  6. In 2006, the number of contracting activity government-wide was 22,006 for a value of $10,944,322,000. The same year 1,581 ACANs have been published government-wide for a value of $496,762,000.

2007

  1. In 2007, the number of contracting activity of the Canada Revenue Agency was 223 for a value of $230,609,000. The same year CRA has published 25 ACANs for a value of $32,261,000. CRA has published itself 25 ACANs for a value of $32,261,000. Public Works and Government Services Department has not published any ACANs on behalf of CRA.
  2. In 2007, the number of contracting activity of the Department of Fisheries and Oceans (DFO) was 1,044 for a value of $167,028,000. The same year DFO has published 186 ACANs for a value of $36,167,000. DFO has published itself 86 ACANs for a value of $11,575,000. On behalf of DFO Public Works and Government Services Department published 100 ACANs for a value of $24,592,000.
  3. In 2007, the number of contracting activity of the Department of National Defence (DND) was 4,804 for a value of $7,318,839,000. The same year DND has published 310 ACANs for a value of $219,330,000. DND has published itself 6 ACANs for a value of $3,556,000. On behalf of DND Public Works and Government Services Department published 304 ACANs for a value of $215,774,000.
  4. In 2007, the number of contracting activity of Health Canada (HC) was 542 for a value of $238,575,000. The same year HC has published 87 ACANs for a value of $26,460,000. HC has published itself 26 ACANs for a value of $3,852,000. On behalf of HC Public Works and Government Services Department published 61 ACANs for a value of $22,608,000.
  5. In 2007, the number of contracting activity for the four departments was 6,613 for a value of $7,955,051,000. The same year the four departments have published 608 ACANs for a value of $314,218,000. They have published themselves 143 ACANs for a value of $51,244,000. On behalf of them Public Works and Government Services Department published 465 ACANs for a value of $262,974,000.
  6. In 2006, the number of contracting activity government-wide was 20,625 for a value of $10,501,578,000. The same year 1,505 ACANs have been published government-wide for a value of $588,938,000.

2005 to 2007

For the four departments (CRA-DFO-DND-HC) the grand total of contracting activity during that period has been 20,792 for a value of $21,215,395,000. For the period the grand total of ACANs been published by them has been 1,931 for a value of $897,996,000.

Government-wide the grand total of contracting activity during that period has been 65,114 for a value of $36,226,701,000. For the period the grand total of ACANs been published by them has been 4,750 for a value of $1,680,869,000.

This table shows that recent advance contract award notices (ACANs) published by the departments had the same period, whether they were very simple with small dollar values or highly complex, multi-millions procurements.

This table is divided in three columns; Estimated contract values, Brief contract description, and Period.

This table is divided in 8 rows;

  1. For a contract value of $32,130 to purchase a spectrometer the ACAN was published 15 days.
  2. For a contract value of $38,367 to purchase a glassware washer the ACAN was published 15 days.
  3. For a contract value of $253,000 for household furniture the ACAN was published 15 days.
  4. For a contract value of $300,000 for a service contract for ground fish survey the ACAN was published 15 days.
  5. For a contract value of $1,077,200 for consulting services for a software system integration and technical support project the ACAN was published 15 days.
  6. For a contract value of $2,103,000 for IT contract relating to local area networks, systems, and/or components the ACAN was published 15 days.
  7. For a contract value of $10,553,117 for miscellaneous Vessel Maintenance the ACAN was published 15 days.
  8. For a contract value of $42,000,000 for two-way radio communication services the ACAN was published 15 days.

CRA is not subject to any of the above "limits" as it has unique authorities derived from enabling legislation - authorities that are separate and distinct from the authorities set out in the TB Contracts Directive but which mirror a similar structure in terms of how those contracting authorities are applied to competitive and non-competitive procurement processes.
